Still working fine with the foxy.ini file copied over, it is installed in Program Files (x86).

I went ahead and changed the compatibility mode to XP-sp3.

Thanks for the help.

I just upgraded(?) my gamer with an i7 Sandybridge and Win 7. I am not able to get my CCP to run despite following all of the great tips and tricks found in this thread. I can get Foxy to run, and even put in a tmj/tmm file but it will not install it to the stick. CCP will not run for lack of the infamous "STTubeDevice203.dll". I have gone into the device manager and redirected the In and OUT to the proper directory....which begs the question, which is the proper directory?? My machine is installing the 2007 HCO Vista 64RC1 drivers into the root directory C:\ instead of C:\ Program Files (x86). It isn't even giving me a choice in the matter. Now, a while back I installed DCS A-10 and told it to put it in the root directory as I did with a few other programs, but that was always after being asked where to put it. With this TM Cougar software, I am not even being asked. Please help!!! help

"Windows7/Vista 64bit" ALL versions and "Cougar / Foxy" install instructions that work!!

Fixes "STTubeDevice203.dll, reinstall and try again" problem.

Disable "UAC" in windows should always be done, is a PITA anyway. Go to "Control Panel" and in "User Accounts' click "Change user account controls. Slide the bar to "never notifify" then click "OK".

Installation Instructions:
For 64 bits OS download the following driver:
DOWNLOAD>>
http://ts.thrustmaster.com/download/accessories/pc/hotas/exe/HOTASCOUGAR/2007_HCO_VISTA_64_RC1.exe
1. Unplug your HOTAS Cougar joystick.
2. These drivers where designed for Windows Vista, but if you install them on your Windows 7 in Compatibility mode with "Vista SP2". You can do this by right clicking on the icon of the driver and chose Properties. There, on the second tab from left to right, called "Compatibility", check the box called "Run this program in compatibility mode with" and, from the drop-box found below, chose "Windows Vista SP2".

3. Follow the instructions on the screen , with install completed you will now have to find and install a file called "STTubeDevice203.dll"
4. Look in your folder at location "C:\HOTAS\drivers" and find "STTubeDevice203.dll" file. Then copied and pasted the "STTubeDevice203.dll" file into "C:\Windows\SysWow64" folder.

5. You are now ready to use your HOTAS Cougar.

Enjoy!

Microsoft Releases a new OS, and we get a new set of problems.
Running Windows 8 following the instructions for Windows 7 and it "mostly" works.
Windows 8 Pro 64-bit.
2007_HCO_VISTA_64_RC1.exe driver. Set compatibility for Vista SP2 and Run As administrator. Installs ok and CCP work just fine.
However, none of the axis's are working properly, they are all like switches. Running the manual Cougar calibration, it goes from Y=78-550/X=120-570.
Running the "viewer" it starts at 35535 and touching any axis and it will either be 00000 or 65535.
Very odd. I doubt the POTS are bad because it would be every axis including the throttle and rudders.

Anyone have any recommendation for the calibration issue?

Tried a bunch of times. Re-flashed, etc.

I did check the manual calibration file calibration.ccf and it looks like that is working normally:

[Calibration]
0=12192,35378,56644
1=8132,29088,55092
2=0,0,0
3=0,0,0
4=0,0,0
5=0,0,0
6=0,0,0
7=0,0,0
8=0,0,0
9=0,0,0
AxesStatus=1

I finally got it working.
Everything below is what I did to get it working for me. As they say... Your mileage may vary.
Download both the 3_HCO_2004.exe and the 2007_HCO_VISTA_64_RC1.exe driver files from Thrustmaster.
I will be referring to this as the 2004 and 2007 drivers for brevity.
Set the compatibility mode for the 2007 driver to Vista SP2; and check the Run as Administrator option.
Set the compatibility mode for the 2004 driver to XP SP2 (SP3 might work also); and check the Run as Administrator option.
Run the 2007 driver and restart Windows.
Copy the HOTAS folder from the Program Files (x86) folder to a temporary location; I used the desktop.
Run the 2007 driver to uninstall the driver and restart Windows again.
Run the 2004 driver and restart Windows again.
Plug in the Cougar and open the device manager.
You should have the HOTAS Cougar Data in and HOTAS Cougar Data out errors under Other devices.
Right click on HOTAS Cougar Data in, and Update driver: Browse to the driver folder you copied before, click next. It should find the driver. Repeat for HOTAS Cougar Data out and close device manager.
Open the control panel: in the search section, type "joystick" it should fine "Set up USB game controllers". There may be an easier or different method to this panel, but I have not found it.
You should see "Thrustmaster HOTAS Cougar" and Status "Ok". Click the properties button. There should be two tabs, a Settings and a Test tab. In the Test tab, you should be able to see the axis's and the settings tab will allow you to calibrate the axis's. Calibrate if necessary. With the 2007 driver, I could get get access to the Windows calibration section, but I can with the 2004 driver which seems to have fixed the axis issues I was having.
I know that goes directly against using the Windows calibration applet, but it fixed the issue for me.
This may be a Windows 8 thing.
You may need to use the calibration a couple of times.

At this point you do not have Foxy installed; which is why we copied the folder and files from the 2007 installer, copy the files and folders back to the Program Files (x86) HOTAS folder. I chose to Not overwrite existing files.
From here you can install your own shortcuts to Foxy and restore your joystick, macro and profile files.

Happy flying.
