I'd like to try the ROF demo again to see if it's really playable on my dual core 2.33ghz, 4gb ram, 9600gt 512 system but does anyone know if your allowed to download and use it twice? The original demo I had timed out.

No idea there. But you'll probably be able to run it, albeit with low graphical settings.

You'd need to register a new account under a different email address. Then playing the demo again is no problem.
