You might be able to synthesize the DNA you need, though. That's done all the time these days.

DNA is not dead or alive, it is just a record that allows the living part of the cell to produce the right things at the right time. That is why they take a nucleus containing the DNA into a living cell, where its nucleus has been removed. The living components then follow the instructions of the new DNA as if nothing had happened. The problem has been centered on the damage to the mammoth cells from freezing. The genetic sequencing techniques in use today allow for quite a bit of reconstruction of damaged DNA by piecing together segments that have overlapping information.

I think the modern understanding of a velociraptor might be quite fun. Once you de-claw it, it can play with your dog!
And if you can somehow put one through university, then you get your very own Philosoraptor*!
