Will you be able to fly the F-15C in the new terrain for example?

It will be compatible with Black shark - Black shark will receive a compatibility patch for Warthog (i.e. BS gets all of warthogs improvements).

FC2 will not be compatible according to current plans (although you will most likely be given the option to retain your current version of BS to fly with FC2, and the update will be installed in another folder).

This is a legal dispute with Ubisoft who own specific rights to Lock On. Rights that would be violated by including FC2 with any other DCS products. The reason it worked with BS is because ED had worked out a deal for that one title (my own speculation).

A lot of us among the community have pointed out that the two sims don't really mix well anyways. We have highly detailed aircraft on one hand and point and shoot a/c on the other. We need to move forward IMO regardless if its cool to have a little variety.

Sounds fair to me. Never bought Blackshark though, so I might buy as a bundle if at all possible.

Well the silver lining is that right now ED has said it's "unlikely" but have refused to to say "Not a chance". So I would say hope for the best plan for the worst!
