I think it sounds great. It's obvious he's designing something much more advanced that will offer much-requested new features and realism, like the "connected parts" that could take damage modelling of large systems to an entirely new level. The increased terrain resolution sounds great as well. Just what the doctor ordered, in fact.
How much of a drag this is in terms of development also depends on how much of it is implemented in the game. Just because the game engine allows e.g. 2000 interconnected hit boxes on a ship doesn't mean every trawler in BoB has to be that way.
The only thing missing now is a release date and 4.09. Then we can all die happy, including the fortysomethings like Dunkelgrun.

Concerning system specs: I would just NOT buy anything before i can lay a hand on the real thing i can't wait that long it will probably be another year before it's out, maybe september 2009 for irony An OCed E8400 at 4 Ghz using one core for just BOB...that's 4ghz for one game, gotta be enough...add to that 4gb RAM (or 8) and the latest gfx card that is out by then. Unless you absolutely positively need a quad?...
