The Kosovo maps and other addon maps that Hatchet made are to be used in conjunction with existing maps. Unfortunately, the lack of readme's on a lot of them makes it hard to recall which maps are needed. ALso, it requires the use of LB2 Toolshop, or one of the other utilities that allows you to swap in pre-decompressed maps into your setup.
As I recall, the way to use these maps is this:
Using Toolshop or some other utility, you make a K1 or K2 folder. After decompressing the appropriate LB2 map (let's say AZR (3,0) for the sake of argument), you copy all those files to the new TerrainK1 or TerrainK2 folder, then unzip the Kossovo package over them to replace some of the textures and settings. When flying that map, you need to swap that into the active map folder (TERRAIN) manually (or with a utility).
Now, I just happen to have all of these decompressed and overwritten from the bad old days, and I would be happy to make them available so you can avoid most of the work. They are pretty large, (~200 MB IIRC) so I would probably need to use YOUSENDIT or something like that.
That said, I don't recall there being great differences in the maps. I believe most of the differences were in textures and appearance rather than totally new battle areas. There may have been some Terraforming too so that the mountain heights were different than the stock maps they are based on. Maybe Inspector or Swagger remembers in more detail.

Yep, only thing is I don't recall which native LB2 maps 'go with' the K1 and K2 terrains. I can possibly check by loading them up and seeing which native map shows up in game.
EDIT: K2 seems to be an NTC overlay. My K1 ONLY had the extra files not the whole set, but I assume this too was an NTC overlay.

Hi Hatchet,
We used to fly together way back in the old days.
Last we spoke you were making new terrains, did you ever complete them?
A gaggle of us here get together online on Saturdays at 11am - 3pm PST (that is when we show up).
What part of upstate NY you from? I came from that area a long time ago...
