ICQ is an program that allows you to.
Send instant messages to anyone online,that is on your contact list, reguardles of there interent provider.
You can send, files.
There are several different modes you can be in, I only use these 2, Available, and Do Not Disturb.
There is also a PC to PC call request, this is voice comms.This is available to use with any person that is on your contact list.
There is also a phone, you are given 99c to start with you can phone anywheres in the world, for 1c a min. This is a PC to phone call.
There are other features, but these are your main ones.
