Hello Crudster,
Did you try playing any of the other network missions ?
The reason I ask is only the FREE-FOR-ALL mission has real bad obscrured sky as you discribed.

The rest of the other network missions are clear blue.

One way the weather can be changed in the network missions is with a hex editor.
