The title says it all.
Doesn't make sense to spend money on PE now if NE can be installed on UE directly.
But if NE needs PE to be installed then it doesn't matter when to spend, well, unless NE is sold together with PE in one package at a nice price. Then again it doesn't make sense to spend on PE now.
