Hi RedOwl, I don't think you actually "need" it, but you do have to own a license for it (you know, have purchased it at some point in history and the disc is somewhere but you just can't find it right now.) WOFF UE / PE include and install the .exe as part of the whole install.
What you do need to install separately is DirectX 9 which the WOFF FAQ describes and provides the link to I believe.
