It's yet to be seen, not every game is pay to win.

Developer said there is 'war cash' which you can earn in-game for playing (or buy for real money, but you can still get it by playing)

I know what it means but I don't understand the reasoning by this logic.


If someone wants to play the game for 5 hours to buy a plane, he can do it.

If someone doesn't want to play the game for 5 hours and wants to buy plane instantly for real money, he can do that also.


'Pay to win' = only when stuff is locked behind money.

If you can play the game and earn the same stuff as for real money = not pay to win.
