Development of the KUB SAM system was initiated by the decree of the Central Committee of the Soviet Union in 18 July 1958.
The system had to be capable of destroying targets, flying at speeds of Mach2, at an altitude of 100m, in rages between 5-20km, with a hit probability of 70% per launched missile.
