I don't know what weapons you guys are shooting and what you're shooting them at but I've seen round holes ALWAYS---unless the shot strikes the target at an oblique angle . I have shot thousands and thousands of rounds of pistol and high power rifle at paper, cardboard and wood targets and they make round holes when striking the target when within 30 degrees of being perpendicular to the target face.

You will start to see consistant tearing of the target when the strike angle is less than 30 degrees of being parallel to the face of the target.
