i think its a bit of both .. the AI use the CPU and the graphics use the GPU skyisfalling

The ArmA series has always been mostly CPU bound. You can run ArmA with pretty standard GPU but not with a bad CPU.

If you're having performance issues it can help to actually set some your settings higher. For example, for shadows on 'normal' they are done on the CPU but on 'high' they are done on the GPU and this can take some strain off the CPU if it's struggling.

The other issue is the "streaming" of the .pbo files from the hard drive. A SSD or better yet a Ramdisk will help out tremendously.

yea, I'd say it could be reduced to the following performance precedence. (1 is highest)

1) I/O
2) CPU
3) GPU

I've watched my gauges for both CPU and GPU use playing Arma2, and my GPU seems to be hit harder than the CPU, but that could be because of ineffective use of multicores.

However, the streaming of data off the HDD is definitely the limiting factor, so lowering detail improves performance by lessening the load on your HDD, not the CPU or GPU.

I am starting to plan out my next computer build. Will running two SSD's in RAID 0 fetch me much of any improvement over a single SSD in Arma?

No. If you are doing a new build then RAM is the key. Don't waste your money on SSD's. RAM is so cheap right now. 32GB or more.
This will be the same when ArmA 3 comes out. (It is the same engine.)

Set yourself a 25GB RAM drive and stream the entire game from there. NOTHING IS FASTER. PERIOD.

I run all of ArmA2, Operation Arrowhead, BAF, PMC, SimHQ mods, ShackHUD mod, and almost every island made for ArmA2 from my RAM drive. View Distance 10K, all other settings max. Never any slowness, LOD switching, loading....
