I tend to leave the workshop settings at their factory defaults, so to speak. I only play with regional air activity - which is more a matter of your PC's performance capabilities than anything else. Otherwise, my campaigns are a good mix of dynamic, often unexpected encounters on missions.

"On" means the AI is less intelligent and will act/attack without consideration of the odds. Selecting "Off" makes AI act more like a human; calculating his odds of survival. The settings label of "enhanced skill' I personally find rather misleading/confusing.
