I originally tried running the game at 1024x768 and AF turned off. But it didn't run very well.
So I even turned it down to 800x640 and it's STILL not running that smooth.
I've got an AMD 3200+ with 1Gig of RAM and a GF6600GT video card. Not exactly high-end, but it runs everything else flawlessly.
What can I do to smooth out the framerates? Right now, the game is playable, but not fun.

I am running mine at 12x12 and it runs rally well, however I understand the frustration that you have. My friend who has a much less powerful machine than yours got his to run pretty nice after I put the utility called "End it All" on his computer. The game is HUGE memory monster so you have to do what you can with what you have so the first thing that I would suggest is to DL "End it All" and use that everytime before starting GRAW, also if you can get another gig of memeory...thats if you can Good Luck! It's still disappointingly slow.
I'm going to try EndItAll and see if that helps.

Didn't seem to help much. But I haven't tried End It All 2 (not free). Don't know if that's better or not.
With Fraps I was posting anywhere from single-digits to low/mid-20s for framerates.
Not good. In fact, pretty damn disappointing.

I have exactly the same setup as you except I have recently changed from the 6600GT to a 6800GS 256mb and it has made a world of difference. I think the 6600 is 128bit and only has 8 pixel pipelines which is why it struggles. It now defaults to everything on high, medium textures at 1024x768 and AA on.
With my 6600GT I turned Post effects to low and that helped a lot, but I still ran at medium textures.

The game is one of those games that will run great on the next generation hardware Is there a chance you can upgrade your video card? and actually it wouldn't hurt to upgrade your ram, that is of course if you can afforf it. I have an X800XT and GRAW runs ok, not fast. This game is heavy on the shaders, and the 6600 can do them, but not that fast. I'd say it's likely a bottleneck for you, although your 3200 is starting to age as well. At this point, you're kind of stuck as upgrading either part may not totally fix your issue without doing the other as well.

Where my wife works, employees get $500 every two years towards the purchase of a new PC or PC upgrade (good deal!!).
Unfortunately, I got this PC only about a year ago, so I won't be able to upgrade for another year.
I generally buy a new PC (minus monitor) every two years for about $800-$1000.
I can't currently justify upgrading the video or RAM because literally everything else that I run on this PC runs perfectly smooth. So I'm not going to invest $300 in video and/or RAM just to run this game. I'd sooner offer it up for sale or trade to a SimHQ member.
I'll try playing with a few more settings and see if I can squeeze a few more frames per second out of it. If not, I'll unload it.

Oh and Leeman, I use Shadow's minimal HUD and I am sure I had better frame rates on my 6600GT. Don't know how or why, maybe even a trick of the mind. Worth trying.

My system:
AMD 3200+ X850XT 256Mb XP Pro 2Gb DDR
And it runs ok at 1152 x 864 all on high apart from textures. Try tweaking and preloading/caching your textures, theres a post in the UBI forums that will tell you how. It does increase loading times but may leviate the texture load on the card although I'm not to sure.
The Clear Hud is a great addition too along with the additional blood mod, makes it a whole new game.

Leeman, you can get it to run smooth at 1024x768 but you'll have to play with some different drivers. Go to this web site: http://downloads.guru3d.com/download.php?id=2 I used to have a nvidia card (6600 agp card, later upgraded to ati 850) and I always used modified drivers. The plain drivers work ok but they're very slow. You may lose some image quality that your used too but the increase in frame rates will be impressive. It might be a little frustrating getting the drivers in and working but it's worth it. The one called ntweaker looks like a good place to start.

I'm not comfortable with the idea of playing with modified drivers to get this one game to run decently while potentially sacrificing image quality in the other dozen games or so that I play regularly.
I've turned down (or off) every graphic setting in the game and the framerates are still awful running at 800x600. The game is going to be offered for sale or trade.
Mostly, I wanted the game for the multiplayer but the framerates are so bad that I don't stand a chance in competing, despite a quality broadband connection.
I'll revisit this game when I upgrade my PC next year. But, in the meantime, it's gotta go.
Anyway, I'd like to thank everyone for their input. But, nothing seemed to really help enough to make a difference.
