Ok, my U-45 is off the Southern Coast of Norway. Received a contact on a Merchant. Date is 2 September.

Q: When can I start shooting? Do I receive from BdU a 'we are at war' or do I just start shooting???

Not until Norways names on the map turn red until then they are nuetral,
And that will be in April 1940.

The war does not start until the 3rd of September. Until then you cannot even attack a British ship.

After the war has started you can attack any enemy ship in any part of the world.

As noted, make sure that it is not a nuetral or friendly ship.

Not that I recall, I would say no. BDU doesn't say anything except "get your finger out you lazy git!"
