Welcome to RB3D, the super CPU hog!
There is tons of info on how to maximize FR's for RB3D. Try "FR's" or "FPS" in the Forum SEARCH.
The subject is definately worth a full blown, well organized treatise, along with DTD's. ;\)
It basically boils down to "Latest Drivers", "no background programs AT ALL", "Lower terrain and object DETAIL and DISTANCE", "reduced fire and smoke effects", "reduced terrain tile sizes", "trying different GLIDE wrapper versions and settings", and understanding how to get the most of your computer's OS and hardware.
I got around all that by running in DD with great terrains and objects, links in my sig.

Daze,

In my opinion the best way to avoid FPS problems in RB3D is to have the right graphics HW. RB was designed for Glide graphics with Voodoo cards, this is not supported by modern GeForce or ATI cards so then you'll have to emulate Glide with a SW wrapper. This costs a lot of CPU power.
My advice is you should try to find a Voodoo5 card (the last and most powerful type) e.g. on e-bay. That will give you excellent FPS even on a modest computer.

My RB flying PC is a P3 933 Mhz/256MB with Win98SE and a Voodoo5 AGP. This typically gives me 50-70 fps in 1024x768 resolution with custom terrain and plane patches and most graphics details maxed. I have even seen fps up to 100 when there are few details on the screen.
