I have just set up my
Logitech joystick and
Saitek rudder pedals combination in Windows 7.
The critical sections of my "eaw.ini" file read:

It is essential to use the windows control panel to set the joystick as the preferred device:
Select the joystick
Click "Advanced"
Set the joystick as the preferred device.
You may be able to adapt this information, but please note that this cannot be done for EAW versions 1.2 and the FXExe because they are very limited and do not support multiple controllers.
It works in 1.28c and later versions of the 1.28 series including UAW160. Jel
