Because they actor was arrested in drug possession , SEGA is removing his likeness and redubbing him in japanese,wich is overkill as they wont even release the game in japan anymore and most people in the west dont know who this actor is much less what he did.
It looks like disney is also scraping him from kingdom hearts 3, he voiced the japanese snow man from frozen.

Japan does not mess around with drugs. Marijuana is very illegal and will get you serious prison time. Harder drugs and you're looking at 10-20+ years in prison. Personally I don't mind it. There's a reason it's such a safe country and its strict stance on drugs is one of them. If you can't handle the heat, get out of the kitchen as they say. Junkies aren't welcome in Japan and I'm all for keeping the law as it is. That being said I'm not against marijuana use either - just not in Japan. Harder drugs well..Go kill yourself some other place, if that's your thing.
