Maybe you have enhanced AI on, or some other option.
Regarding enemies ignoreing you sometimes. Many possibilities, sometimes aircraft are bugging out going home, or scared running, fatigued, maybe novices, or out of ammo, damaged, or on a mission of their own, or low morale and will not engage you,and so on.

Not to pile on, but my experience over the years is I'm always targeted. I've watched several or even a single fighter attack my entire Staffel, fly right past several disadvantaged wingmen between he and I that could have flamed easily, to laser-focus and attack me. I've been told the AI doesn't do that, or at least they aren't coded to do that, but in my OBD sim(s), they do do it. Sometimes I don't mind, but mostly I don't want to fight the entire enemy air force single-handed.

This probably is of no comfort, but I too have had the same experiences, however, I also often am not the object of attack when in formation. I think there may be some advantage to being the squad leader, as you can then regulate to some degree how your squad acts to an incoming attack. It seems that if you initiate an attack response, the squad is more likely to join in and relieve some of the pressure. The down side is that they also have no qualms about stealing your kill.

Yeah, I realize there are limitations to everything. When I get sick of this one, I just fly something else, until I get sick of their limitations, etc. I don't have a stringent one-sim-adherence. Although one of the earlier OFF phases gave me one of the best kills I've had in a flight sim. Saw an FE2 waaaaay down below me, over the trees, alone, and screamed down after him. When I got close I could see he was very damaged from some prior altercation with someone, flak, whatever, and was struggling/limping back across the lines. There was no return fire from him, and although I'm not daft enough to approach an FE2 from anything other than a blind spot, I think the obs was KiA. And, no, of course I didn't let him go! I flamed him down into the trenches.

Hi everyone, I have the similar issue with attacking, I don't know if anyone mentioned it before; Flying with Jasta 2 for sometime (since end 1917), started with Alb.DV, and now flying with DR1 in 1918 May. Made more than 70 missions during this period, and what I realized is that our formation never attacks to formations of SPADS. Even we have the height advantage, and we are like 10-12 in number and SPADS are only 2 or 3 in number, our leader always head for the nearest aerodrame to retreat, and tries to land. Most of the time if SPADS decided engage, our formation becomes like sitting ducks while trying to land. Even it was SPAD VII or XIII, it doesn't matter. However, the attacks to Camel formations (and others) is logical, it seems that leaders considers the conditions. But I think SPADS are considered like "super planes" in Germany I am the only one in entire Jasta 2 who is fighting with them, which are much more easy targets for me than the Camels or 2 seaters. I don't know if anyone seen this before, but it seems obvious to me now after so many missions. Any comment will be appreciated. P.S: sorry for my English as I am not a native speaker

The next version of WOFF has lots of tweaks, improvements and fixes including revised morale settings and fighters that engage more frequently, so hopefully you can try that when it's released (no date).
Pol, wonderful news and once again thank you for keeping WOFF updated. Quick question: would it take too much effort to have the AI controlled planes recognize that their target is on fire and there is no point continuing to shoot it? It’s on fire, it will go down. The reason I’m asking is because they take unnecessary risks and often end up ramming the plane on fire, just to finish it off. They also follow them in the spiral of death all the way to the ground, becoming lawn ornaments themselves.
