Actually, I have no problem with #2 and I consider it to be very good OPSEC! In a recent NATO exercise cell phones were found to be a security risk to the troops using them even tho they were morale boosters for the troops (contact with family and friends).
There was only 16 squadrons of RAF fighters that used 100 octane during the BoB. The Fw190A could not fly with the outer cannon removed. There was no Fw190A-8s flying with the JGs in 1945.

as mentioned, #2 is just good OPSEC! I know for a fact in most sensitive area over here mobile phones are either left at the front gate OUTSIDE the base .. or you aint getting in !

There are lockers in front of every building. You'd be amazed at the number of phones, 2-3 deep. No locks, except for a few sensitive phones. No one steals phones, 6 years and not once has my phone been stolen. Just don't bring your phone in the building.
