Yeah, that seems to be the case. This wasn't just any 63 year old Joe Schmo wanting to enlist as a Private but a highly skilled MD who got commissioned as an officer.

You can do that at the Captain rank. No need to be a fleet admiral unless of course you mean you want to be in charge of ALL of them.
