I have no personal experience. However, as I began to read your post, I started imagining an application that flashes pixels in order to "break them loose" (in a manner of speaking).
Then, as I neared the end of your post, you've seen that suggested. So, maybe serendipity. The idea you found seems worth looking into. But, FWIW as I have no special knowledge -- other than reading from time to time that people have successfully gotten a pixel to working again.

Generally a 'dead' pixel is black and won't ever show a colour. A 'stuck' pixel is fixed on a particular colour and won't change to an alternate colour. This pixel flasher attempts to unfreeze a 'stuck' pixel by rapidly bouncing through colours in order to free it up. (The clip lasts for an hour). The pixels are stuck in place and are effectively what makes up your screen resolution..i.e. 1920x1080 (Full HD) refers to 1920 pixels across and 1080 pixels down. They simply change colour according to the image that needs showing. If you have a dead pixel, then it's dead and there isn't anything you can do....there is a chance that the pixel flasher can bring it to life if it is indeed just stuck and not showing any colour or stuck on black. When an object moves across the screen, neighbouring pixels change colour one by one in succession to give the appearance that the object is moving. There's a limit to how fast the pixels can change colour - this is the refresh rate.
