I had trouble getting WOFF UE to run with Windows 10 too. Try this
bring up Windows Defender
Click on Virus & threat protection
Click on Virus & threat protection settings
Turn off Real-time protection and click on yes
Now see if the game will run.
I should add, after a reboot or wake the computer from sleep ... Real-time protection automatically turns back on (Thanks MS) :-)
If the game works with Real-time protection off, then you need to add cfs3.exe to "Allow an app through Controlled folder access"
Follow steps 1 and 2, scroll down and look for Controlled folder access, below that click on Allow an app through Controlled folder access
Click the plus symbol Add an allowed app
Navigate to where you installed WOFF UE and add cfs3.exe
Strange thing, I tried added both woff.exe and cfs3.exe to the Allow an app through Controlled folder access and I still needed to disable Real-time protection. Now I only have cfs3.exe and leave Real-time protection on and the game works fine.

Hello to all,
just stumbled over this thread, have the same problem as you mentioned. Game refuses to enter the cfs3 world.
I am using Windows 7, 64 bit, WOFF is unmodded for troubleshooting, was working fine for the last years. Did reinstalls of the game, several times, problem persists. Finally did a new setup of windows. WOFF worked thereafter for some time. Few days ago, the same problem reappeared, it is weird.
After reading your thread did a deinstallation of windows security essentials and stopped windows defender. But no improvement for me for now. Have the same error message as you, Dutch. Additionaly CFS3 reports: "DX CreateDevice failed: error code 0 x 80004005" Any ideas, gentlemen?

Yeah, Windows Defender is part of windows, so it is not possible to deinstall it, you can deactivate though via services panel. Used another virus scanning software, MS Security essentials, so the defender should have been deactivated all the time, anyhow. Will try the trick with the panda software, and will report the results... thank you dutch.

Hello to all of you,
coming back to this thread to let you know that I finally fixed the forementioned problem on my system! Although the symptoms had been similar to Dutch´s and Hermani´s WOFF-troubles, it turned out that it was not Windows defender or another Antivirus software hindering the CFS engine to start in my case.
After reading the actual version of the WOFF-FAQ again I once more tried an update of the AMD graphics driver. Same result as before, black screen, error message. So I went the other way and installed older versions of the graphics driver. And-finally the WOFF-loading screen appeared, to find myself in the cockpit!
AMD invented a new incarnation of its driver suite, branded as "Adrenaline edition". Part of the install is a feature called "ReLive", a playback option, which allready accompanied the last versions of the "Crimson" driver packages. Even with "ReLive" deselected, WOFF/CFS refused to start with this newer driver packages.
Went back to the last Crimson edition Radeon offered without the "ReLive"-option, using version 16.11.5 now, released in November 2016, without problems.
WOFF works again, yippieeeh!
