Last I heard they didn't have enough water. ) That's what happens when you have almost 40 million people living in a State where large areas of the State consists of desert and semi-arid areas.

Its really true. When it has for example daytime forecast here tomorrow: 77 ~ 86 ℉ / 25 ~ 30 ℃ and sunny, in the dead of winter, its hard to leave! (Well, if one is not in a fire / floods zone)

That's what happens when you have almost 40 million people living in a State where large areas of the State consists of desert and semi-arid areas. It's also what happens when the state refuses to upgrade the state's infrastructure. Our water storage capacity hasn't been seriously upgrade since the 80s.
