That's what happens when you have almost 40 million people living in a State where large areas of the State consists of desert and semi-arid areas.

Actually its the sinking of the wallet contents that is felt here more acutely than anything else., but.

Its really true.
When it has for example daytime forecast here tomorrow: 77 ~ 86 ℉ / 25 ~ 30 ℃ and sunny, in the dead of winter, its hard to leave!
(Well, if one is not in a fire / floods zone)

It's also what happens when the state refuses to upgrade the state's infrastructure. Our water storage capacity hasn't been seriously upgrade since the 80s.
