SimHQ runs the forum, not us. But please send logs to support email (see last 2 pages of the WOFF UE FAQ).
DX9 installs for 1000s of customers with no issues, so something is broken or blocking it on your PC. Maybe set dxsetup.exe to "run as an administrator" in it's properties, compatibility?
