This is the 1st of the new TW offerings planned by Creative Assembly/Sega
In order they were
1. A new DLC campaign for a past game
2. A "Saga" historical game
(formerly called a "flashpoint") Games such as Napoleon, Fall of the Samurai, and maybe even Attila would fit this category. They have continuously referred to FOTS as an example. In effect, a stand alone game, but related to a previous major release themed around a specific character or short term event.3. The next full historical game (
they are now using the term "tent pole" game)
The announcement today is the DLC campaign and it's for Rome II (No real surprise as they kept hinting it would be)
The DLC will release on November 30th (this month) and is already listed on Steam for pre-order. Pre-order appears to be 10% off of the regular price of $16.99 or $15.29

The FLC is actually available right on Steam in Beta for those that want to try it. Obviously one will not have to purchase the DLC to get the Free LC.
