Doesn't seem to be 'jet blast' looks more like downwash and wingtip vortices, especially for the landing case, where thrust is moderate or low and high lift and drag raising devices are all fully deployed over the threshold.

It happened during a takeoff. More jet wash.

Yeah I remember seeing a video of someone who faceplanted hard on concrete after being blown off the fence there - it looked really bad although that person did walk away from it, but after seeing that I'm certainly not surprised someone died doing the same thing...

I've watched landings from the beach (waiting for a 747 which never came) but didn't cross the road to the perimeter fence, nor did I remember seeing anyone else doing it that day. Yeah, not too smart.

Put some large signs on that fence about paying a $100.00 fine for crossing the road and coming within 20 feet of the fence - then start collecting the money from anyone stupid enough to do it. People don't care about signs - until they start losing money over it.
