When loading game content, Cold Waters looks in 3 places in the following order for game content: 1) override (external) 2) default (external) 3) internal - cannot be edited
If the override folder is not present, create a new folder yourself called "override" in the same folder as default.
So files in the override folder are always checked for and used first. Then the default folder is checked. Finally internal files are used. Internal files cannot be modified, but references to the various internal files can be changed.
