Depends on Bethesda.
But if they do the same as they did recently with Dishonored 2 (same developer and publisher) there should be a DVD version that contains only the start of the download in the DVD, as D2 size on disk is 60GB, so no way it would fit on a DVD.
They would need to sell you 15 DVDs...or 77 CDs to fit that game.
EDIT: One advantage of pre-ordering the digital download if you have a slow connection is that you can start downloading as soon as pre-loading starts on Steam, usually a day or two before release. If you order a boxed copy from Amazon, you'd have to wait to start download until the package arrives, which is usually on release day at the earliest.
