Can't help on Gimp sorry. Martin Wright's DXTBMP works though http://www.mwgfx.co.uk/index.htm http://www.mwgfx.co.uk/index.htmas does Nvidia DDS plugin for Photoshop. Paint.net can use DDS too, and Irfanview can view with extra file types plugin. Note importing DDS and resaving as DDS causing further compression corruption so you may need to repaint some areas, details etc.

I got the skins and the directory path squared away. ,but ran into a problem. Maybe I down loaded the wrong version of Gimp ? Its Gimp 2 ,but by pressing file extensions I only get XCF it seems nothing else is listed no Bitmaps or way to save as DDS files ect. So, and anyone here can correct me if I am wrong, Gimp doesn't work in BMPs or JPGs. It works in XCFs. There is a program called DXTBmp that will convert the skin files from WOFF to an XCF. Then you can work it in Gimp 2. After you are done, remember that you will need to EXPORT it to a BMP (in 24 bit as selected from the compatibility dialog that comes up), then open that BMP in DXTBmp and save it as a DDS file. Finally copy that new DDS into the Campaign/Skins folder. Remember to name it correctly, or WOFF won't recognize it (at first I didn't give my skin a last name....WOFF didn't accept it until I did). It's worth reading the whole skinning thread. I had to run through it several times to grasp all the nuances. There should be a link to DXTBmp there as well!

So does this allow us to skip the conversion step and directly open the DDS in the skins folder, and then save it back to a WOFF compatible DDS? That would be pretty awesome.
