Yes, I am having those too. Didn't see them in the Beta.

I was blaming it on the Internet Connection as it has been acting up.

I have the Min Specs for the game, and the graphics are tweaked as far as I can and still have Green in the VRAM slider.

Let me add, other than a few stutters last night, the game runs good for hours.

I didn't notice it when I played Tuesday night. I plan on trying again tonight and I'll see if I experience any.

Generally speaking, though, stutters are not about settings being higher than the system can handle. That usually results in simply low FPS numbers. Stuttering is usually either a coding problem or something specific on a system causing issues.

I also had no stutters when I played on Tuesday both in single player mode and in coop.

Only had some issues running smoothly on steam link, but that wasn't the game's fault.
I do feel that the outer areas run better than the starting area. It doesn't seem to be exactly like the beta, but maybe something changed as they got further in development?
How much memory does your card have? When I had my 770 with 2GB I could run a game pretty well a little above that 2GB (as shown in the settings that is) but would get something like that.
I know that on max settings the game reports needing over 4GB.

I see there's a new nvidia driver out. I haven't read up to see the experience people are having with it, but I'll give it a go.

I dont think its a FPS thing... when the game doesnt stutter its fine... hell I will even stand still and itll stutter for a half or full second every 30 to 60 seconds.

Check your HD light and see if you're getting access when you experience the stutter.

2.4 GB patch dropped a little while ago, it might address what you've been seeing.

Quote
At 8:30pm UTC today, we’re going to apply a patch 1.1.5 for the PC version (Uplay & Steam) of Ghost Recon Wildlands.
This intermediary patch is providing you with some major fixes and improvements regarding compatibility and performances.

Players in game need to reboot the game to apply the patch. Its size is up to 4 GB depending on your client.
You can still keep on playing and wait before applying the patch. An in-game notification will let you know when the patch is available.
Please note that in order to play co-op with friends, you will need to all have the same version of the game.

Please be aware that the patch will automatically download the next time you launch the game, so if you are already in a game session, you will need to reboot it to benefit from the improvements.
If you’re planning on playing tomorrow, we recommend you to preload the patch starting tonight.

Please find below an overview of main changes:

1. Multi-GPU improved support
We have been working with our partners to improve both SLI and Crossfire support. Various stuttering and graphical corruption issues have now been fixed.

2. Quad-core CPUs improved support
Several freezes and performance issues have been resolved for players using quad-core CPUs, notably Intel i5 based setups.

3. AMD graphic cards improved performances
4. Enhanced mouse navigation in store menu
5. 4K menu background scaling implemented
6. Several crash sources have been addressed
7. Improved Ansel support and fixed bugs
8. Various fixes for the Steam Controller integration
9. Other bug fixes & improvements.

The development team will continue to address existing issues in the next update that will be available around end of March/early April across all platforms.

We will update this announcement to let you know about the patch availability.

Thank you again for your support, Ghosts!

[Update 1: Added mention of Steam Controller integration.]
[Update 2: Patch 1.1.5 is now live.]

I don't know if it will help but things I turn to in an effort to at least try to see if micro-stutter and lag can be dealt with are to try some these things:

Force vertical sync in Nvidia Control panel and turn off in-game vsync.

Try the setting Maximum pre-rendered frame to 1

Try alt tabbing out and then back in or Windows key+L to log out and then back in

Set Prefer Maximum Performance and single display performance

May not affect anything but I figured I'd try to at least help.
