Built for my Dad so he wouldn't get another Dell that would fall apart ahead of its time. He's hardly a power user, certainly not a gamer, but particular about wanting it fast and above all else QUIET. LOL
Dad's desk has one of those too-tight for real aiflow cabinets for the tower, so running cool without needing a lot of airspace was a factor. Cool leading to being quiet as well. I didn't want fast fans ruining it.
Budget wasn't a major issue, but then there's no reason to go overboard for a non-gaming pc. I was going for components a step up from the average off the shelf pc for the sake of longevity and better performance. No cheap crap, but still reasonable, cool running and quick for what it is.
The stars of the build are mainly the case, but also the cpu that is extremely well priced for an Intel. It's a an i3-7100, 7th gen/Kaby Lake, which is plenty for what he does: browsing, scanning old photos but no in depth retouching and various Office software. A very impressive cpu for $120. 1151 socket, so plenty of upgrade options for the same mobo if that actually comes up one day.

Mini ITX case. I wanted small, but not a micro build. He didn't want a horizontal case, maybe I'll get to do that another time. I love the look of those things.
There aren't a lot of motherboards in mini-ITX for the Kaby Lake cpus under $150, but I found a nice one that included wifi and bluetooth that I found too convenient to ever leave off of a pc build again.
It's nice to set up on the kitchen table with a desktop.

Windows 10 OEM $88.00

About $775, including Win10. I could get the cost down more, but this is the set up I wanted to go with and nothing is too far on the cheap end.

No DVD, I know I rarely use one and my Dad doesn't either. For convenience and peace of mind, I got a nice little USB DVD to keep in the drawer in case it's needed. No reason for blu-ray.
The case is a couple of inches wider than the old Dell ATX case, but shorter and not as deep. Much better airflow with filters in the front under the faceplate and underneath for your power supply if you mount it drawing external air.

Went with the Corsair AIO for cpu cooling. $60 and good for keeping it quiet. Nothing special beyond that, the large intake fan was incredibly silent when the faceplate was put on and the exhaust fan was part of the AIO's radiator setup.
If needed, I could have added 2 more fans to the top, up to 140mm IIRC. There are vents, the top has a passage for air to come out the sides, like a house attic. I could've put the radiator up there and a fan on the rear, but it worked great keeping it simple.
The case is a pretty smart layout. This one has a window, but you can get without. There is a good amount of space underneath the mobo for cable management, explaining the width of the case. On the picture, you see the flap on the inside with the Phanteks logo.
That secures with 2 screws that come out so you can lift the flap and put in a graphics card, tucking it in nicely. I did test fit with a GTX 770 and it was an easy fit. One hard drive is mounted on top of that cage, another a few inches below, hidden inside. A third SSD or mobile drive can be mounted on the backside, vertically in the cable management area. That puts all 3 very close to each other so that fewer cables are needed from the PSU.

I went with a 250GB SSD for the OS and a 1TB WD Black drive for storage. I mistakenly got a mobile drive version, but they're still fast and the price was nice so I just kept it. After installing Win10, I changed the directories for user documents, photos, video and music to the secondary drive.
8GB of memory is more than enough here, but it's reasonably quick.
Originally I had an EVGA PSU, but it was DOA so I switched over to the Seasonic. It happens. I like EVGA, but in case it was a bad batch, I made the switch.

In the end, it did what we wanted. Very fast for what it does, albeit light duty and dead silent. It will be interesting to see how things are in the heat of the Summer. I know the room it's in heats up in late afternoon, so we'll see how it goes. I suspect it will be fine.
A few shots of it. I love this case, check out the fan in the front. Moves lots of air but at low speed:
