Skylake and Kaby Lake are the latest Intel CPU's. Skylake was last year, Kaby Lake is this year's new CPUs.

Upgrading the CPU to either of the newer Kaby Lake or Skylake units would require changing the motherboard, almost without a doubt. An i5 2400 is a Sandy Bridge CPU (2nd-gen), now several generations behind 6th- and 7th-generation CPUs. The motherboard may be able to support an upgrade, but probably not anything past Sandy Bridge (or maybe Ivy Bridge). Also, changing to either Skylake or Kaby Lake would (almost certainly) require new memory, as the current board most likely uses DDR3, where the newer platforms will require DDR4. (Technically, I believe Skylake included support for DDR3, but only the "DDR3L" low power modules...meaning what's in the current board isn't officially supported and could damage the CPU even *if* it worked). Not that it couldn't be done, mind you, but at that point, this "upgrade" is expensive, basically replacing a lot of the PC (RAM, motherboard, and CPU). I think I'd much sooner recommend a better GPU, plus maybe seeing how much CPU the motherboard can handle, possibly upgrading that to a "K" model i5 or i7, Ivy Bridge if it's supported by the motherboard. (And yes, as high a clock speed as the motherboard will support, as per support instructions that WOFF does better with faster CPUs). My $.02

The DirectX9 file that is needed apparently, is in an executable in the TOOLBOX folder in ODB/WOFF. Just run the exe. I think you can d/l anywhere on the PC.
Actually to be clear you need to run that executable, to UNPACK Direct9 install files, then go to the folder you unpacked it to, and then run DXSETUP. It's in the FAQ anyway - step by step..

Hellshade: I just got my new game PC last Friday: Kaby Lake i7 7700K CPU, ASUS TUF Mark 1 MB, 16GB 3000 MHz RAM, while still using my old GTX 980 Ti video card and 2560x1440 144Hz G-sync monitor and WOFF UE plays wonderfully.
It's top Turbo speed is 4.5GHz right out of the box without any OC'ing and that gave me almost 20 FPS over my old i7 5930X CPU (OC'ed to 4.0 GHz) while playing WOFF UE with the same settings. I very seldom now drop below 70 FPS except for airfield attack mission and that might drop it to 55~60 FPS, but with G-sync, you do not even notice that.

Thanks for the advice friends, I have determined that my processor doesn't meet the minimum specs, additionally the motherboard cant accept an upgrade, or the improvement of the graphics card which seems borderline! If I was to upgrade to quad core 3.8Ghz processor, 8Gb RAM memory, nVidia GTX 1050Ti graphics, 2Tb Hard drive & Windows 10, I am right in thinking this would work. The licence for WoFF UE is 1 use I note, but I am right in thinking that I can reinstall on a new machine without compromising Digital Rights? You are running an FX-4350 right, then you can run Woff on that, even Rof.
