Or some sort of greater infrastructure for tracks, fields, swimming pools, etc? Which then begs the question the medals came from which sports?

Things like NRA/CMP Hi-Power (and likely airgun as well) are not nearly as popular as they once might have been. Rifle competition is also very much alive in specific European countries (off the top of my head the Scandinavian region comes to mind) so they certainly have high performers. And hell good US shooters might not even be interested in going to the olympics, and I don't blame them. When they get rid of the corruption and goofy locations (and add modern shooting sports) I may bother watching.
