That certainly is right. I do not have any skill in either 3D software or Photoshop. So I just can only hope that other people work on it. Without hesitating though I would support a Kickstarter or IndiGogo when it is about to "convert" EECH to a newer engine.

about rendering improvements - I'm not really good really bad in graphics and what I saw - whole game uses software rendering, even if there are some improvements was made (relative to EEAH - don't forget it's base of EECH) that make possible to use video accelerator capabilities. just imagine - how easy will be make DOOM3 from DOOM2 sources (sorry for oldschool examples, but they are quite correct). instead of remaking half of the game will be little easier to send objects straight to the engine that will deal with them properly - place and rotate them, light them up and use special effects light shading, reflections etc.

According to the license, any EECH developer-modder is disallowed to receive any benefits (money) for working with the code. Thus "funding" is not a solution.
It means either people provide help with their skills, or nothing.
