You talk about make new uvmap at main model? Or new texture?

if you change UV of main model - yes, you have to rebuild LODs, otherwise new texture will not fit properly on distant objects. if you just replace texture - no need to do anything else.

there is no difference - performance will be the same because you don't change polygons quantity for any of model (main or LOD), only visual issues will appear. FPS drop happens when you disable LODs in lyaout.
