It's a modern version of the SOCOM game from the Playstation 2 era.

This. It is very much what they advertised. A lot of the fans of SOCOM think it is a tactical shooter, but the MP portion (which H Hour emulates) was essentially Counter Strike in third person. Except it looks even more spray and pray than CS. I'd say it looks like a CS/CoD mix in third person.
The SP of SOCOM (I only have the first one) actually tried to be a tactical shooter though. A decent number of AI commands and it did play similar to earlier R6 games. You had to keep noise down in hostage rescue missions or else they'd get executed and it wasn't very forgiving. The problem is once you remove the SP aspect of the game and only do player VS player, the bad shooting/moving mechanics stand out. But that is what the SOCOM fan base had come to like; most of them didn't seem to like the SP.
