That's actually great news. Steam support and everything handled by Steam just takes ages and is done really inefficiently, so giving it to the developers might help clean up some online games properly.

This is a bad idea IMO. There are plenty of really bad developers out there who would use this to get rid of the more vocal crowd against their games. They already abuse the #%&*$# out of the dev fun steam forums. Anything that helps them with one more sale is good in their book and detrimental to the community.
It could be a really good move to clamp down on cheats but I share the same concerns as Master, there are plenty of developers who abuse their games forum on Steam trying to stifle criticism, banning them is just another option open to them.

It's not just the cheaters that will suffer. Tripwire's eula for Killing Floor 2 say they have the right to revoke your key with no refund for cyberbullying, griefing, and other things.

So just out of curiosity how are these concerns any different than if the developers had released their games without Steam? Valve doesn't have an infinite amount of free admins lying around to babysit all 3000 or so games, so I'm not sure how there's any better an option than letting the developers control the games they themselves made.
