I'm running the V2.05 pack and would like to know how to install the Fokker Scourge and the skin pack.

Is this just the matter of installing the Fokker Scourge and the skin pack over the V2.05 and later re-instal V2 & 2.05 again???

Devs would be the only ones to answer you accurately since they know what's packed inside. I think it really doesn't matter which one goes first, but if you're not sure, just install in order of release. Skin, then scourage, then v2, then v2.05 patch.

I remember reading a few posts about this and the answer was, it doesn't matter what order.
So, just install over what you are running and go fly, no reinstalling of V2 and or the latest patch.
