why is it in cop/CSI shows, do they never turn the lights on... Is it a requirement to only use your flashlight...

no... some teachings say you shouldn't turn the light on because it might be rigged to blow... but in most cases their not rigged to blow, and having lights on gives you an advantage. The argument is that it gives the suspect advantage too... so user decision.
