The average police officer fires his pistol at a range of 21 feet. The average Infantry encounter is a 25 meters (though it can stretch out to 100 meters). He had another round chambered immediately after the shot and could have terminated the threat had there been one remaining to deal with. It was a judgement call, apparently based on a combination of the guy mostly being a threat to himself, the area being cordoned off/controlled, and the range being short enough to make the shot plausible. It's unconventional, but I can't fault them on the call. And, as the saying goes... it's hard to argue with success. Since it turned out OK, it was a win-win for two guys and their families. It was pretty much as ideal a situation as you could ask for. Now I don't know the circumstances of that. If he'd shot people already, and one or more had died, I'd say take the center of mass shot.
