It's probably a very basic problem, but I do not know the answer now that my Roman empire has spread out a little. I don't have a shortage of food or any unrest in my cities, so why can I not start a new Army?

Because you only have a set and limited number of armies, navy and agents available at any given imperium level you have reached. You can easily check what that is on your faction's summary main panel.

Aero is correct. If you go to your main Faction View (Round button on the center of the bottom toolbar) it will show you how many navies and armies you can field at the present time. It's also possible that at you have spare army/navy slots available but you don't have any available commanders to hire at the time. That happens rarely though.

Thanks guys! I've been having a blast and have gotten a little ambitious in my latest expansion . . . well, ambitious for me. After a run of fairly peaceful times I have decided to anger a former non-aggression pact faction by taking Genoa. This is my first real northern move since expanding to the south east as far as modern Straight of Gibraltar. smile

There were a couple of mods that removed or changed the army and navy limits per level of imperium. I've never tried them, but I remember seeing a couple in the Steam workshop. This only issue is that this type of mod has to be added prior to starting a campaign.

I rarely use any mods other than the minor stuff like better cinematic music or normal old style unit cards which do add a lot to the game. I could never get used to those Greek pottery inspired unit cards--they all simply look too much alike.
