It begs the question: what do races that reach that level of knowledge and power spend their time doing?

Super-Intelligent robots of that caliber sound super boring and complacent. This is not a race that is either spurred on by an itch for discovery or out of necessity. A common theme in fantasy and fiction is that races which achieve that level of knowledge and power don't do much else but sit around and meditate or carry on menial tasks in an ant-like industry. Basically all problems have been solved, there's nothing much to do. Entertainment seems like an obsolete concept, biological impulses are either curbed or non-existent, what do you for eons when you are basically godlike? For those reasons, it's odd we haven't seen them already. Assuming they've solved the problems associated with space and time travel, a race which has got that far should conceivably be known to us already.

Maybe that is an indication that those problems just can't be solved in any practical way. Maybe uncountable lifeforms have reached the point where they believe or even know that there are other intelligent beings out there, but the time/space problem keeps us completely isolated. Sad thought.

They go through and postulate that such races will likely be so radically different that their thought processes will be totally alien to anything a human would understand. So, if they are so advanced, why aren't we seeing them?

I don't consider that a good answer to that question. So on the one hand, their thought processes are something completely on another level that we could never understand, and on the other, they make use of analogy that would appeal to the understanding of a human being in order to explain what they're really up to.

Sure, that is an answer that makes sense, at least insofar as we as human beings could understand. What they are trying to do is make us imagine scenarios that are unimaginable, and at the same time, relate it in terms that we would understand. It's a bit of contradiction in the way they explain why these alien races wouldn't bother with us- they could, but who wants to mess with a goldfish. That's way too lame, in my opinion.

So, another session of hammering on Fermi's Paradox?

Before one can speculate with any proficiency
about the motivations of putative aliens, one
ought to spend time introspecting on the nature
of ones own motivations, their source and
nature. It's not something that we have ever
been particularly good at, or even interested in,
as a society. Presumably it must on one level
all trace back to chemistry, but subjectively
we seem largely in ignorance of the hierarchy
of our own reasons for action, as far as I have
seen. People seem to spend a lot of time striving
for things, which they then may discover fail
to satisfy them, once achieved.

I have made some observations here before about the
nature of depression; that is a state brought on by
vagueries of chemistry, which can rob all experience
of the spark of joy that drives us to seek it. The
dopamine fails to release, and motivation is totally
undercut. If an advanced lifeform acquires the skills
to rework its own construction, might it not just arrange
for the alien equivalent of liberal release of dopamine
for little effort? This is precarious stuff. What is
the value of anything once you've discovered that you
can alter your own degree of appreciation for things?

There is a very primordial circuitry developed in mammals
to guide the programming of the young brain. People learn
very early in life to adopt a set of values, what is good
to eat, what is important to pay attention to, either for
its beneficial or hazardous properties; what ideas to
embrace, and what to deplore. Thus culture is developed and
bequeathed to new generations. With power over one's inner
workings, all this can be undercut. The semantics of What
Is Important laid down at the very root of personality is
then imperilled. You could rewrite yourself. You could become
something which seethes with ecstasy at the sight of any
light (oooh! shiny!), or be so unmoved as to watch impassively
as you starve and die, though food is in reach.

This can be highly subversive, if one has constructed
a personal understanding of truth based on the bedrock
of learned Importance. What do you make of yourself
when you are given the ability to define your own
profile of motivation (which is to say, your personality)?
Say you try out a couple of alternatives (assuming you
don't alter things to the point that you no longer are
interested in doing alterations), then you sit there and
think, what is the appropriate structure my motivation
should have? What should I be, what should I desire?

I don't think we have any idea what sort of answer
an entity with these capabilities might give itself.

If someone speculates that you can't know what these hypothetical beings are on about because they are so completely alien like they do here, they have eliminated themselves from that point on from any positive description or possibility that sheds light on it. Call them on it. Don't let them get away with it. Someone can't have it both ways and say something like a reality is unknowable, forget what you think you know, yet here it is. That's an old error that has been committed over and over again, once you can spot that, it's pretty common.
