...uncontrolled revolving of in game character. Cannot get it to stop. Mouse wheel does change weapons, but control over rotation.

Any fixes or ideas?

Do you have a controller plugged in, abnormally? (joystick, wheel, etc)? I've found that having a joystick plugged in will cause my rifle to shoot uncontrollably and sometimes move around.

Yup,it's probably a joystick plugged in as Saghen mentioned. I had it happen to me last week after I re-installed the game. I didn't spin around but my gun wouldn't stop firing.

I've heard of a lot of games that have issues with controllers plugged in causing loss of control.

Borderlands was one that I didn't expect, for example, but it has it as well.

Whenever this happens I usually lean over and tap on my toe brakes. Nine times out of ten holding the brakes at 50% stabilizes my view wink
