Wiki says the first Pups in France were with Naval 8 from October 1916. When I tried for a transfer in November 1916 WOFF told me that they were flying Nieuport 11s. So I looked through all the naval squadrons and found that no 3 had Pups so I applied for a transfer there. So who is right - Wiki or WOFF?

I took on a newbie pilot and enrolled him in Naval 8 in October 1916. Interestingly he was the flight leader but in a 1½ Strutter not a Pup.

Yes there are three levels of craft allocation (this applies to the AI equally as well)- as I say check it out in the manual squad enlistment section..there you will see it all in plain. WM

As I am flying in the DiD Campaign I have to start at the lowest rank unfortunately. I never seem to do anything exciting that would get me promoted. Mostly I get 'deaded' as Jeem used to say in the Goon Show Yes well I cant comment on your mode of play nor your abilities but the point under discussion was about the date of availability of the Pup to frontline squads. May I suggest you be a little adventurous in the early part of your pilots career and try to take down a goodly number of EIII's while they are still out there. They are the least dangerous opponents. This should help your promotions and flying the strutter you will find that it outclasses your opponents. You can out turn and out climb them. Once you achieve your promotions your odds of getting a Pup increase exponentially. This is the route I took in the beginning of the DiD campaign.
