I'm not saying it's impossible to do it- I'm saying it's rather impractical, given the training and proper equipment even first world medical professionals must have to avoid contamination. It's impractical because of the chances that anyone wanting to use it has a good chance of infecting themselves with it and wouldn't have easy access to it. That's the irony of using such a deadly pathogen like that- while in theory great for the destruction in can do, by the same token, it's difficult to handle, it's a bit difficult not to get very far with it, or for someone to take themselves out with it at the same time.

It wasn't clear who is actually in charge of not allowing such travel, but it sort of sounded like it was self-monitoring.

And the people who do suicide bombings worry about that ?

Well, if it's easy to do, why aren't they doing it? This has been around long enough that someone should have stockpiled it for a weapons program.
