Sounds like you've had some really bad luck, because I've spent hundreds of hours playing WOFF and I have never been shot down by flak! Fire from AAMGs has hit me several times, but never fatally. In OFF, I got regularly blown to pieces by AA shells, but so far it hasn't happened in WOFF.
The higher you fly, the safer you are from ground fire. If you want to feel really safe without having to spend too long climbing, don't fly over enemy territory unless you're higher than 2500 metres (over 8000 feet). Flak is at its most dangerous near observation balloons, so avoid those if possible.
I use normal accuracy for flak.

Yeah, sounds like some bad luck. I've been playing since WOFF came out and have only been killed outright by AA once. I was shot down by it two more times, once I was able to survive the landing, the other time, not. Every time I've been hit, I was less than 2000 feet up. Ground attack type missions can be tough, but other than those, try to stay up a bit and you should be okay.
The older I get, the more I realize I don't need to be Han, Luke or Leia. I'm just happy to be rebel scum...

And since it hasn't been said here yet, but is common knowledge, "don't forget to zigzag" in your flight pattern as it really helps.

Interesting Question (does Zigzag help?)... It very much looks like the AA Plumes just ramdomly spawn in the Proximity of Planes. The Scatter Circle of the Plumes doesn't seem to be modified by Height. I think, the Progam simply turns Collision on below a certain Height. Am I right? ;-) (Don't need to tell - this would spoil much of the Thrill...)
...well, Collision is definitely turend off above Height X: Yesterday, a Plume literally spawned inside my Plane (Height was somewhere around 9k ft) - and I just flew on without anything happening. If Collision were turned on, there would have been not much more left than a little bit of Confetti raining down...
